The RLA has criticised Andy Burnham’s plans to introduce landlord licencing in all ten boroughs of Greater Manchester, in the event he is elected as mayor. They say it would negatively affect the private rental sector by discouraging landlords to invest in buy to let housing – which is exactly the opposite of what Andy Burnham is trying to avoid.

Andy Burnham Campaigning to be Mayor of Manchester
Mr Burnham is campaigning to be elected as Mayor of Greater Manchester. If he wins, he will introduce landlord licensing schemes and renegotiate the terms of Greater Manchester’s devolved housing pot. He says the £300 million pot of money is being wrongly used to support large property development firms instead of helping smaller developers build affordable housing for low income tenants.
Other proposals put forward by Andy Burnham include giving local authorities compulsory purchase powers, so they can buy homes in the private rental sector that don’t meet the minimum standards, and the power to regulate rents charged by landlords.
RLA Concerned Controls Will Harm PRS
The RLA is very concerned about these proposals, as it says they could potentially cause great harm to the PRS.
“At the RLA we oppose private landlord licensing schemes of this kind as they are both expensive and unnecessary,” says Alan Ward.
“We also have concerns about any form of rent control. History shows us that when rent controls have been put in place the size and quality of the PRS has been adversely affected.”
