Conservative MP, Dame Angela Watkinson, has introduced a Draft Local Government Finance (Tenure Information) Bill to make it much easier for authorities to identify rogue landlords who are operating under the radar of local authority control.

Tenants Required to Pass on Details of Their Landlord
The new Conservative Party measure will require tenants in the private rental sector to pass on details of their landlord when they fill in a council tax registration form. Under the current law, tenants don’t have to do this, although they are legally entitled to know the name of their landlord. If a tenant can’t provide the information, it will act as a ‘red flag’ to the local authority. They will then be able to take steps to identify the landlord through the Land Registry.
RLA Supports Bill
The proposal was one of several included in the PRS manifesto produced by the Residential Landlords Association; they and Citizen’s Advice Bureau both support the Bill. It also has cross party support.
“The RLA welcomes and strongly supports Dame Angela’s Bill,” says Alan Ward, Chairman of the RLA.
“This Bill sends a powerful message to criminal landlords that you can run but you cannot hide. For too long, a minority of landlords, operating under the radar, have been able to cause misery for their tenants and have been left unchecked by local authorities whose resources are too stretched. It will be more effective than a landlord register, or licensing, in identifying rented properties.”
